The Omagh Bombing Inquiry

The Omagh Bombing Inquiry

The Omagh Bombing Inquiry is an independent statutory public inquiry, established in 2024 by the UK Government to investigate whether the bombing in the town of Omagh, County Tyrone, on 15 August 1998 could reasonably have been prevented by UK state authorities.

The Inquiry does not have the power to determine civil or criminal liability; instead, it seeks to establish the truth of whether these tragic events could have been prevented.

Public inquiries are independent investigations, established in response to public concern about a particular event or set of events.

A public inquiry typically sets out to establish:

  • What happened, and why?

  • What decisions went wrong, and what went right?

  • What lessons can be learnt to prevent a recurrence of any adverse impacts from these events?

The Omagh bombing remains the single largest terrorist atrocity in Northern Ireland's history. On 15 August 1998, the Real IRA detonated a car bomb in Omagh's town centre, killing 29 people and two unborn children, and injuring over 250 others. The Inquiry was formally established in February 2024, following a 2021 High Court judgment which found there were specific issues suggesting the bombing could have been prevented.

The Inquiry is led by the Rt Hon Lord Turnbull, who was appointed Chairman in June 2023. Lord Turnbull served as a Judge of the Court of Session and High Court of Justiciary in Scotland and was appointed to the Court of Appeal in 2016. Notably, he served as one of two Senior Counsel for the Crown in the Lockerbie Bombing case.
