Structure of the Inquiry
Chapters
Chapter 1 - Commemorative and Personal Statement Hearings
Placing bereaved families and survivors at the heart of the Inquiry's work, hearing their testimony about those who lost their lives and the impact of the bombing.
Chapter 2 - Core Participant Opening Statements
Hearing from each Core Participant, with particular emphasis on openness and candour from State Core Participants regarding any identified mistakes or failings.
Chapter 3 - The Bombing of Omagh
Examining the methodology of the attack, including the construction of the bomb, movement of the vehicle, warning calls, use of telephones, and scientific evidence.
Chapter 4 - Previous Incidents (Overt Material)
Investigating previous dissident republican attacks and attempted attacks to establish links with the Omagh Bombing, focusing on overt policing investigative techniques and forensic evidence.
Chapter 5 - The Peace Process and Security Normalisation
Investigating the historical and political context, including whether Security Normalisation had an impact on whether the bombing could have been prevented.
Chapter 6 - Previous Incidents (Covert Material):
Investigating covertly obtained intelligence relating to previous incidents and whether sufficient information was available to disrupt those responsible.
Chapter 7 - Intelligence Relating to the Omagh Bombing
Investigating what covert intelligence existed or could have been generated specifically relating to the attack, and whether it could have been used to prevent the bombing.
Chapter 8 - Core Participant Closing Statements
Providing an opportunity for all Core Participants to deliver their final submissions to the Chairman, summarising their positions, highlighting key evidence, and addressing any matters arising from the preceding chapters.
